Board to meet about excise tax option

The Lebanon Community School Board will meet Monday, Aug. 18 for a public presentation on the possible implementation of a tax on new construction.

David Williams, a legislative and public affairs specialist with the Oregon School Board Association, will make the presentation and the board will hear public comments afterward.

Under Senate Bill 1076, which took effect last September, school districts can impose a construction excise tax on new construction to pay for capital improvements.

The tax rate can be up to $1 per square foot on new residential construction and up to 50 cents per square foot on non-residential construction. The tax on non-residential construction is limited to $25,000 per building.

Builders would pay the tax at the time a construction permit is issued. The school district would need to set up agreements with the city of Lebanon and Linn County to collect the tax. The Greater Albany Public School System imposed the excise tax in March.

Monday's meeting is scheduled for 6:30 p.m. at the district office, 485 S. Fifth St.
